Moscow Mills, Mo. - Missouri Attorney General Eric Schmitt has filed a lawsuit against the City of Moscow Mills for allegedly enforcing a ticket quota on their officers.

The lawsuit states Police Chief Terry Foster allegedly instructed officers to issue a certain number of citations to secure $160,000 in court-citation revenue - and then terminated an employee when said employee reported the issue.

In 2016, the Missouri General Assembly enacted Section 304.125, which prohibits a law enforcement agency from enacting policies that encourages officers to issue traffic citations for financial gain.
