Moscow Mills man charged with two counts of domestic assault

At about 9:20 p.m. on Jan 8, a Lincoln County Sheriff’s deputy was dispatched to the 190 block of Kildeer Circle in Moscow Mills in response to a disturbance. While on route, Lincoln County Central Dispatch advised the deputy a white male was dragging a female by the hair up the stairs of the apartment complex.

Upon arrival, the deputy made contact with the victim, who said she and the suspect, Chase Kloth, 23, of Moscow Mills, were on their way home when they got into an argument. The victim said Kloth punched her in the head twice while they were in their vehicle.

Kloth then demanded she look inside the apartment for a pair of keys. When she refused, he grabbed her by the hair to force her into the apartment.

A neighbor, who reported the incident to authorities, said she observed bruising to the victim’s face and a cut to Kloth’s hand. The deputy noticed the same injuries, as well as dried blood on the inside of the front door and on the wall nearby.

Kloth has been charged with two counts of third-degree domestic assault, one for the assault on Jan. 8, as well as for a previous incident on Dec. 7.


Troy woman charged with drug possession

Lincoln County prosecutors, on Jan. 7, have charged a local woman after a traffic stop last summer.

On June 11, 2021, at around 12:41 a.m., Lincoln County Sheriff’s deputies pulled over a black Chevrolet HHR heading east on Highway 47. While making contact with the driver and passenger in the front seat, deputies noticed the passenger in the back seat, 28-year-old Ashley Rains, of Troy, was acting nervously and suspiciously.

The driver gave verbal consent to search the vehicle. During the search, deputies found a black purse next to Rains. 

Inside the purse was a silver bag was a clear case containing a zip-lock baggie with a white crystal-like substance Rains confirmed was methamphetamine. There was also a silver bag with a digital scale inside.

Rains has been charged with possession of a controlled substance.


Elsberry man charged with multiple drug offenses

A local man well known to Lincoln County law enforcement and prosecutors has been charged with a several offenses related a traffic stop nine months ago.

At approximately 1 p.m. on April 4, 2021, a Troy Police officer pulled over a teal Chevrolet Silverado for having license plate belonging to another vehicle. From previous arrests, the driver was identified as Glenn Reed, 52, of Elsberry.

The officer asked if he had any drugs on him. Reed admitted he had “a little bit of weed,” and handed him a marijuana joint and a small plastic bag containing marijuana.

After placing Reed under arrest, the officer made a further search of the vehicle – and located another white plastic container, which contained possible methamphetamine. 

Underneath the container were pills, which Reed admitted were fentanyl.

Reed has been charged with two counts of possession of a controlled substance.


Winfield man charged with drug possession

On Jan. 7, Lincoln County prosecutors charged a local man after a traffic stop one year ago.

At around 1 p.m. on Jan. 5, 2021, a Troy Police officer walked into a local store near Frenchman’s Bluff Road after seeing a man enter the store with suspect Illinois plates. Store employees advised the man was acting as if he was on drugs prior to entering the restroom.

When he exited the facilities, the officer escorted the man back to his truck. He was identified as Shane Hastie, 23, of Winfield, and a background check showed his driver’s privileges were suspended and he had active warrants for a parole violation and a traffic violation out of Wentzville.

When asked if he was a user of narcotics, Hastie said he was, and a search found no narcotics inside the vehicle. Hastie was taken into custody.

After being taken to Mercy Lincoln Hospital, Hastie was taken to the Lincoln County Jail. Upon arrival at the jail, the officer asked Hastie if he had any contraband on his person before entering. Hastie admitted he did have contraband.

He was escorted to the men’s restroom, where he produced a plastic bag containing 18 red and green pills, which tested positive for fentanyl.

Hastie has been charged with possession of a controlled substance.


Troy man charged with drug possession

On Jan. 7, Lincoln County prosecutors charged a local man after a traffic stop nearly two years ago.

On May 28, 2020, at approximately 8:30 p.m., Troy and Moscow Mills Police officers pulled over a maroon SUV on Highway 61 that was swerving all over the roadway, forcing other vehicles off the road.

After making contact with the driver, 28-year-old Kevin Roper of Troy, who said he was trying to get his vehicle home to avoid paying for a tow truck, officers searched him for weapons, which he consented.

Officers then checked the fuel gauge. In the process, an officer witnessed in plain view a clear jar with yellow pills. The pills turned out to be Xanax believed to be laced with “acid.”

Roper was arrested, booked and later released. He has been charged with possession of a controlled substance.


Moscow Mills man charged with drug possession

On Jan. 7, Lincoln County prosecutors charged a local man after a drug bust two-and-a-half years ago.

On June 17, 2019, members of the Multi-County Narcotics and Violent Crimes Enforcement Unit received a tip James Weaver, 30, of Winfield, was selling fentanyl from his residence at the 600 block of Blue Bunting Circle – and executed a search warrant at that address.

Upon entering, detectives smelled burnt marijuana inside the residence. Weaver’s girlfriend pointed to a glass marijuana pipe on the kitchen counter. A further search located drug paraphernalia and a cigarette pack containing four capsules, which later tested to be fentanyl.

Weaver has been charged with possession of a controlled substance.
