Elsberry, Mo. - Though it was relatively quick, The City of Elsberry’s first Board of Aldermen meeting of 2023 did see some things happen.
Representatives from Cochran Engineering and the Missouri Department of Natural Resources were on hand during the Jan. 10 meeting to address the board on how to keep a compliance schedule on the completion of the city’s water treatment center project, which will be paid with the $5 million in American Relief Plan Act funds Elsberry recently received.
The funds have to be spent completely by the end of 2026, according to ARPA guidelines. DNR has assigned a case manager, as well as a project manager to assist the city on the project, and will also be working with Cochran Engineering and Alliance Water Resources during the construction.
“We want to make sure everyone is on the same page, and informed on all issues,” DNR-St. Louis Representative Josh Willison said.
Mayor Michael Short said he would like to have everything completed long before 2026.
“I think I can speak on behalf of everyone on the board, the faster we can get this done, the better,” he said.
There was also a short exchange among Short, board members and a local citizen about certain things the city had – and had not – accomplished over the last few months, including installing new lights and cameras inside City Hall, whether or not it was necessary to fix the microphones during the meetings and updating Elsberry’s website.
Also, the board unanimously approved a request from the Elsberry Police Department for repairs to one of its cruisers. A quote from a local repair shop totaled over $1,500 to fix the Chevrolet Impala, which Chief Randy Davis said was due to normal “wear and tear” on the vehicle, when asked by board members.
